Yes on Measures X, Y and Z
Measure X Business License Tax
This asks Voters to consider Modernizing the 2003 business license rates.
The results will be more than 1,800 small businesses, artists, musicians that earn less than $100,000 in gross receipts will no longer have to pay any business license tax. For larger businesses, the rate is fair and increases annually.
This new model creates, for the first time, a new marine terminal category with separate license rate for port-related activity including tax on all refined gasoline coming into the port.
Measure Z – Real Property Transfer Tax
Why are we doing this? The city needs new revenue streams to support city services and infrastructure needs—today and to support the proposed significant growth that will be part of several developments on the horizon. As you know, Prop 13 freezes property tax (at time of purchase) which is our principal revenue source but costs of operating the city will continue to increase. This is a tool for today but also a proactive revenue source for the city 10/20/30 years down the road. This is the time to enact these measures. Not after the developments have begun. Many Cities in the Bay currently have RPTT including Vallejo, Oakland, SF and many more.
Measure Y- The Limited Charter Measure Y is solely for the purpose of enacting Measure Z the Real Property Transfer Tax. It does not give the city any additional authority or taxing powers. We remain a General Law City.
