Benicia will face new challenges and opportunities if Valero leaves.  Our speakers can help answer your questions about our town’s transition.

Mayor Steve Young has spent 28 years in local governments, managing various projects in the fields of Community Development, Redevelopment, Affordable Housing, Neighborhood Preservation and Economic Development in various cities in California and Virginia.

In 1999, Young was appointed Director of Community Development for the Sacramento Housing and Redevelopment Agency (SHRA). In that position, his duties included overseeing the redevelopment and revitalization of the closed Air Force bases at Mather and McClellan. He also was responsible for the funding, oversight, and preservation of California’s historic Sacramento Delta town of Locke and worked closely with the Sacramento Sheriff and District Attorney in efforts to reduce crime in Sacramento’s most vulnerable neighborhoods.

In 2013, Young was appointed to the Benicia Planning Commission where he served for four years. In 2016, he was elected to the Benicia City Council. He was appointed Vice-Mayor from 2016-2018. In 2020, he was elected Mayor, and re-elected in 2024.

Terry Scott was elected to City Council in November 2022. He is a 12-year resident of Benicia who has served as Chair of the Arts and Culture Commission, Public Art Committee, participated with several local organizations, and has helped form several community philanthropic groups.

Over the years, Terry has owned or started several  businesses, including a successful restaurant, a large indoor sports complex, a “top one hundred advertising agency” in Chagrin Falls, Ohio, and  published a consumer lifestyle magazine in South Florida.

He served for more than 20 years as Senior Vice-President, Global Head of Brand Creative Services for Hasbro, Inc. where he managed over 700 internationally based employees with a $1.7 billion dollar budget.

He was a regular guest lecturer at Brown University, Rhode Island School of Design and Pratt College of Art in New York City. He also served as Corporate Chair of the March of Dimes fund drive in Providence, Rhode Island.
